Vietnam has officially launched its national blockchain platform, known as NDAChain. This system will be integrated with the VNeID and other national ID systems, serving as the base layer for verifying information across both public and private sectors.

NDAChain brings a new level of trust through decentralization, addressing common weaknesses found in traditional data management. This includes improved protection against cyber threats, greater scalability, and better compatibility on a global scale.

Vietnam is employing a combined approach to data handling, using both centralized and decentralized methods,” explained Nguyen Huy, the technology head at the National Data Association. The association developed the platform under the guidance of the Ministry of Public Security’s National Data Center. “NDAChain adds an essential protective layer for the country’s vital data, crucial for our growing digital society and economy.”

The blockchain operates as a Layer 1 permissioned network, maintained by a group of 49 validators from both government agencies and major businesses. These include prominent entities like SunGroup, Zalo, Masan, MISA, Sovico, VNVC, the National Data Center, and the Ministry of Public Security.

Built using a Proof-of-Authority (PoA) consensus mechanism, enhanced with Zero-Knowledge Proofs (ZKP), NDAChain is capable of processing up to 3,600 transactions each second, while ensuring minimal delays and robust security. Native smart contract support and seamless integration with the national VNeID identity system facilitate streamlined automation and identity confirmation processes.

By connecting centralized databases with blockchain-based verification, this platform aims to secure essential services like e-government portals, banking, healthcare, logistics, and education.

Beyond its governmental applications, NDAChain facilitates decentralized identity (DID) services via the NDAKey application, allowing individuals and businesses to rapidly confirm the identities of partners and the validity of digital contracts. It also supports NDATrace, a nationwide tracking system that provides unique product identifiers, GS1-compliant, which are compatible with the EU’s EBSI standards. These features are designed to increase consumer confidence and strengthen Vietnam’s position in international supply networks.

Looking forward, the government plans to completely integrate NDAChain into the National Data Center by the end of 2025, and to extend its use to local governments and universities by 2026. Future plans involve workforce training, forming international partnerships, and developing specialized Layer 2 applications, such as digital notarization, anti-counterfeiting services, and digital identity wallets.

Vietnam is one of more than 50 nations exploring national blockchain initiatives, including China’s BSN, the EU’s EBSI, and South Korea’s Klaytn. Analysts point out that Vietnam’s approach is unique due to its blend of public and private management, adherence to global standards such as W3C DID and GDPR, and its incorporation with existing data systems.

“NDAChain is more than just a technology—it shows Vietnam’s dedication to digital progress, integration, and lasting development,” stated a representative from the Data Innovation and Exploitation Center, the organization responsible for managing the platform.
