The U.S. Commodity Futures Trading Commission (CFTC) is expanding its capabilities for digital asset regulation. The agency is welcoming leading financial figures to its advisory groups. Acting Chairman Caroline D. Pham revealed the new members joining the Global Markets Advisory Committee (GMAC) and its related sub-committees on September 19th, emphasizing their focus on cryptocurrency markets.

Scott Lucas, a managing director and head of Markets Digital Assets at J.P. Morgan, and Sandy Kaul, an executive vice president at Franklin Templeton, will jointly lead the Digital Asset Markets Subcommittee. Pham highlighted the subcommittee’s significant role in guiding U.S. policy and fostering international dialogue on the developing market structures and regulatory frameworks applicable to digital assets.

Appointments Focused on Expertise

The expansion of the subcommittee’s membership showcases the CFTC’s dedication to incorporating a diverse array of perspectives. New appointees are:

  • Katherine Minarik, Chief Legal Officer, Uniswap Labs
  • Avery Ching, CEO & Co-founder, Aptos Labs
  • James J. Hill, Managing Director, BNY – Structural Innovation
  • Ben Sherwin, General Counsel, Chainlink Labs

Lucas explained that the team’s mission is to create “stronger regulatory frameworks for digital markets,” aiming for “clear and effective oversight within a well-structured digital asset ecosystem.” Kaul emphasized the importance of balancing innovation with safeguarding investors, enabling the agency to “grow and protect” the market effectively.

These recent selections bring expertise in decentralized exchanges, smart contract technology, blockchain infrastructure, and advancements in banking. Thus, the CFTC is optimally equipped to address the intricacies of the rapidly changing cryptocurrency landscape.

Shaping Digital Asset Policy

These appointments coincide with the CFTC’s ongoing work on its second “Crypto Sprint,” an initiative to improve market access and implement guidance from the President’s Working Group concerning Digital Asset Markets. Pham plans to engage with relevant parties involved in federally regulated trading and to maintain cooperation with the Securities and Exchange Commission (SEC) via Project Crypto.

The initiative prioritizes the supervision of retail crypto trading involving leverage and margin, seeking to balance the demand for regulation with the need to avoid excessive control.
