The Philippines is gearing up to deploy a blockchain-based solution, dubbed “Integrity Chain,” within its Department of Public Works and Highways.

This innovative platform is designed to improve transparency surrounding government contracts. This follows significant public demonstrations relating to concerns about corruption in flood control projects. Reports from the Australian Institute of International Affairs indicate that over the past 15 years, in excess of $33 billion has been allocated to these crucial initiatives.
BayaniChain Ventures spearheaded the development of this blockchain solution. It securely records contracts and essential project milestones on a distributed ledger leveraging the Polygon network. Paul Soliman, the CEO of BayaniChain, emphasized the intention to transform government records into “immutable, verifiable, and openly confirmable digital public assets,” effectively improving governance.
Crucially, data within the system undergoes verification by independent validators. These validators include public sector organizations, universities, and news media outlets. They review and confirm the records. Furthermore, the actions of these validators are themselves logged on the blockchain, ensuring accountability across the entire process. Over 40 non-profit organizations were actively involved in the project’s launch.
Plans are in place to extend the Integrity Chain to other government departments in the future. Soliman pointed out that this expansion could “safeguard the entire annual budget of the Philippines,” estimated to be around $98 billion. He further stated that public trust will be restored “not through promises, but through cryptography,” signaling a shift towards technological accountability.
Earlier this year, in August, Philippine authorities explored the possibility of establishing a strategic Bitcoin reserve, potentially holding 10,000 BTC.
