Pavel Durov, one of the founders of Telegram, has alleged that French intelligence agencies attempted to influence him to censor content related to the 2024 elections in Moldova. According to Durov, this request was presented with the implicit offer of favorable commentary regarding his ongoing legal issues, an offer he refused.
Durov explained that while the Telegram platform initially removed certain posts that were overtly in breach of its established service terms, the company declined to remove any further content on purely political grounds. In a message posted on his Telegram channel on Sunday, Durov stated:
“Shortly after, the Telegram team received a second list pointing out some so-called ‘problematic’ Moldovan channels. Unlike the first, nearly all of these channels were legitimately operating and fully adhering to the guidelines of our platform.
The single element connecting these channels was that they voiced political perspectives which were not aligned with the interests of the French and Moldovan governments. “We rejected this demand,” he declared.
Durov’s arrest in France in August 2024 and the subsequent proceedings in his case galvanized support within the cryptocurrency community, as the larger struggle to defend free speech continues between technology companies and governmental bodies seeking to implement censorship regulations.

Past Attempts by French and European Authorities to Censor Political Content on Telegram
Back in May of 2025, Durov referenced a previous instance where French intelligence exerted pressure on Telegram to censor content pertaining to the Romanian elections, a request which he also turned down.
“True defense of democracy cannot involve destroying it. You cannot ‘fight election interference’ by actually interfering with elections. The choice is clear: either you support both freedom of speech and fair elections – or you support neither,” he stated.
Following his 2024 detainment, which drew condemnation from the crypto world and advocacy groups, he has become a vocal critic of the French government and the general direction of the European Union.
In June, he warned that France is potentially heading for societal disruption as a result of government censorship and the ineffective policies of the current administration.
He has also affirmed that Telegram would cease operations in certain markets, including France, rather than compromise the privacy of its users by providing encryption keys or building a backdoor into the platform for government surveillance purposes.
Durov’s recurring warnings about government actions against online expression and individual privacy became even more relevant in 2025, when a European Union proposal to monitor all chat messages, including encrypted communications, received backing from 19 EU member nations.
