State Representative Thaddeus Claggett, chairman of the House Technology and Innovation Committee, has introduced House Bill 469. This legislation seeks to establish a clear distinction between AI and human beings in the eyes of the law, specifically regarding rights and liabilities.
A key provision of the bill is the explicit classification of AI systems as “nonsentient” entities, confirming their inability to possess consciousness, feelings, or subjective experiences.

Consequently, AI systems would be ineligible to control assets, possess property, or occupy leadership positions within
corporate entities.
The proposed legislation explicitly prohibits marriage between humans and AI entities. Representative
Claggett clarified that this measure is not prompted by imminent human-robot marriages.
Instead, the prohibition is intended to preempt potential scenarios where an AI could wield legal authority over
significant life decisions, such as healthcare choices or financial management, which are sometimes associated with
marital relationships.
Should the bill be enacted, it would also establish human accountability for damages resulting from AI systems.
Developers, owners, or operators of AI systems would be unable to deflect blame onto the AI itself in the event of
errors or malfunctions. Legal liability for any resulting harm would rest with the responsible individuals.
Claggett emphasized the importance of establishing regulatory frameworks before technological advancements outpace the law.
He articulated that the objective of the bill is to maintain human control over decisions that have implications for
others.
