Citadel Securities posited that trading systems operating under predetermined guidelines might fulfill the criteria related to exchanges or broker-dealers, especially in instances where they assist in transactions involving securities-related products.
The firm also emphasized that any easing of regulations should only follow a thorough analysis of how it would impact investor protection. They cautioned that discrepancies in regulatory oversight between tokenized assets and traditional financial markets could create inconsistencies in transparency and compliance.
The reaction within the cryptocurrency community was swift and vocal on social media platforms. Uniswap founder Hayden Adams challenged the filing, arguing that it aims to classify open-source developers as if they were centralized financial entities.
Adams further countered Citadel Securities’s assertion that decentralized finance (DeFi) fails to provide “equal access,” contending that permissionless systems actually enhance participation rather than limit it.
Crypto policy analyst “BlockProf” remarked: “Citadel [Securities] has effectively launched an offensive against the crypto sector, echoing arguments put forth by Gensler during his unsuccessful attempts to regulate DeFi and challenging the views expressed by Commissioner [Hester] Pierce in her dissent. We can expect a substantial number of opposition letters—stay tuned.”
UPDATE, Dec. 10, 16:33 UTC: The name has been changed from Citadel to Citadel Securities, the market-making firm.
