Certain banks, brokers, and players operating under a trial framework are permitted to adopt a quicker notification process, with their eligibility hinging on the specific roles they aim to fulfill. According to the regulatory body, firms wishing to qualify must submit the necessary documentation by September 1, 2027. This expedited pathway also mandates a determination regarding the registration entry.
On September 1, Russia’s cryptocurrency legislation came into effect, facilitating transactions through authorized intermediaries. The law stipulates testing for both qualified and unqualified investors, imposing a limit of 300,000 rubles per annum for the latter category on purchases per intermediary. This legal framework outlines the envisioned market, while the provisions introduced in October clarify how firms can participate.
The assets available for purchase by unqualified investors are being handled distinctly. In August, the central bank proposed a draft directive naming Bitcoin, Ethereum, and Tether’s USDT for public trading on exchanges, which is still open for feedback. The entry procedure established in October does not confirm this proposed asset list.
Moving forward, investors will be looking at the Bank of Russia’s evaluations of individual firms, as well as the status of the asset-specific regulations. Simply having an effective admission procedure does not guarantee the availability of regulated retail trading.
